JOB SUMMARY: REPORTING TO THE DIRECTOR OF HUMAN RESOURCES SERVICES, THE COORDINATOR OF HUMAN RESOURCES PLAYS A KEY ROLE IN LABOUR RELATIONS FOR ALL CATEGORIES OF PERSONNEL, MANAGING FILES INCLUDING LABOUR, CNEEST AND COMPLEX DISABILITY CASES IN ACCORDANCE WITH COLLECTIVE AGREEMENTS, AND REPRESENTS THE COLLEGE AT THE ADMINISTRATIVE LABOUR TRIBUNAL AND/OR SUPERIOR COURT. THE COORDINATOR WILL ALSO BE RESPONSIBLE FOR OVERSEEING DAY-TO-DAY DEPARTMENTAL OPERATIONS, AND FOR THE PLANNING, DEVELOPMENT, IMPLEMENTATION AND MANAGEMENT OF DIFFERENT POLICIES AND PROGRAMS.  

MAIN RESPONSIBILITIES

LABOUR RELATIONS

  • Represents the College at Labour Relations Committees (CRT) for all employee categories. 
  • Advises on issues pertaining to the interpretation and application of the collective agreements and ensures general compliance.
  • Ensures adherence to collective agreements, labour laws and regulations, College policies and procedures.
  • Provides performance advice, guidance, coaching and support to the College’s management team  
  • Manages grievance and arbitration case files, including complex medical disability cases.
  • Negotiates grievance resolutions and/or manages and prepares grievance and arbitration cases for presentation at the labour tribunal and testifies on behalf of the College as needed. 

HIRING

  • Oversees the selection committee process and represents HR on faculty, support and professional Selection Committees and ensures compliance with the collective agreements and College by-laws and procedures.
  • Develops and implements recruitment strategies to assist the College in recruiting highly qualified employees.
  • Evaluates work according to the classification plans (evaluation of schooling and experience) to determine remuneration.

HR POLICIES AND PROGRAMS

  • Has general oversight of medical case management
  • Serves as the management representative on the Joint Health and Safety Committee
  • Administers the Employee Assistance Program (EAP), fostering employee awareness and accessibility by sharing timely and relevant program information.
  • Establishes programs/activities to benefit college employees, monitors program usage and adjusts as needed.
  • Promotes and administers Equal Access to Employment (EAE) programs and Chairs the Joint EAE Committee
  • Oversees the development of the pre-employment screening protocol (eg: language & software testing, psychometric testing, background checks etc.)

GENERAL

  • Supervises administrative staff.
  • Performs any other tasks as assigned by the Director of Human Resources.
     

QUALIFICATIONS:
Education

Undergraduate degree in a relevant discipline, preferably in Industrial Relations, Labour Relations and/ or Human Resources Management

Specific Requirements:

  • Possess a minimum of five (5) years of relevant management and labor relations experience managing in a unionized environment 
  • Has strong interpersonal skills and is effective at mediating conflict situations  
  • Must be able to work outside of regular work hours as needed 
  • Must be able to work under pressure 
  • Knowledge of post-secondary education would be an asset 
  • Knowledge of Microsoft Office (Word, Excel, PowerPoint) 
  • Knowledge of CLARA and GEREMI systems an asset.
  • Advanced oral, comprehension and written communication skills in both English and French are essential 
  • Membership in the “Ordre des CRHA et CRIA” an asset
  • Knowledge of labour laws and demonstrated experience handling labour, CNESST and disability cases.  

Testing may be required to demonstrate knowledge of:

  • Word (intermediate)
  • Excel (intermediate)
  • French (Advanced oral and written)
  • English (Advanced oral and written)
